remote robot with telnet

How can i control on remote robot with telnet? I have 2 laptops. I will control from one and the another one connected to a robot .The robot send data and receive data to and from the 2nd laptop . I want to know how do i acces on the 2nd laptop to send data to it and receive data from it through telnet and another technology?
